first partial year of three strikes implementation, showed an 11% decrease in homicide; 12% decrease in robbery, 2% decrease in assault and an 8% decrease in burglary. Such downward trends have continued. 1996 shows an 18% decrease in homicide; 11% decrease in robbery; 11 % decrease in assault; 13% decrease in burglary. The trend continues to present.

 

"The drop in the crime rate that California has experienced since 1993 is drastically different from the first four years of this decade (1990-1993) where the overall crime rate dropped only 2.4% and the violent crime rate increased 7.3%,8 Crime in California had been slowly rising until it reached a peak in 1993. At that time it began a slight decline. After the implementation of the Three Strikes law it became a precipitous plunge. According to statistics issued by the California Department of Justice as of February 1999, crime in California has shown an aggregate 34.5% drop since 1993. In 1994, the crime rate dropped 6.3% in the aggregate over 1993 levels, 1995, 10.2%; 1996, 19.9%; 1997, 26.2%; 1998, 34.5%. The California Crime Index dropped from 3,367.8 in 1993 to 2,096.9 in 1998 - a drop of 37.7%.

 

For the crime of forcible rape there has been a drop of 18.7% over 1993 levels or 6,923 fewer rape victims than would have occurred if the 1993 rate had continued. For
